Course Description

The Fire Safety Directors, Emergency Action Plan Director and Active Shooter/Medical Emergency courses have been combined into one course consisting of two components. Both components are available independently, but for most FLSD C of F candidates, completion of both will be required as part of the application process.

This Fire & Life Safety Directors (FLSD) course is covered in the two components as described below:

  1. Fire Emergencies
    • This 20-hour course examines every aspect of fire protection management in high-rise structures through intense review of aspects of Local Law #5 of 1973 and the 2014 FDNY Code. Special emphasis is placed on the Fire Code Chapter 4-Emergency Planning and Preparedness and Chapter 9- Fire Protection Systems.
  2. Non-Fire Emergencies with Active Shooter/Medical Emergencies
    • The Non-Fire Emergencies curriculum is intended to provide the class attendees an overview of the requirements and responsibilities of an FLSD during all non-fire emergencies.
    • The Active Shooter and Medical Emergency Preparedness (ASMEP) training course provides general guidance to Fire and Life Safety Director (FLSD) and the building owners to mitigate the damage or injuries resulting from active shooter and medical emergency incidents occurred in high-rise buildings.

Additional Details

Upon completion of the following components, the student will be able to:

Component 1 (Fire Emergencies)

  • Demonstrate practical skills necessary to properly operate and manage the Fire Command Center during an emergency.
  • Describe the correct response to a fire emergency as per FDNY guidelines.
  • Prescribe control measures for New York City fire safety issues.
  • Inspect fire suppression systems and their essential components in accordance with federal and FDNY safety regulations.
  • Recognize Fire Department protocol for elevator operation during a fire emergency.
  • Outline in building relocation of occupants during fire emergencies

Component 2 (Non-Fire Emergencies with Active Shooter and Medical Emergency Preparedness)

  • Demonstrate practical skills necessary to properly operate and manage the Fire Command Center during a non-fire emergency
  • Describe the correct response to a non-fire emergency as per FDNY guidelines
  • Recognize Fire Department protocol for elevator operation during a non-fire emergency
  • Outline in-building relocation, evacuation or sheltering in place of occupants during non-fire emergencies
  • Learn Evacuation, in-building relocation and sheltering in place procedures to mitigate non-emergency scenarios
  • Identify their responsibilities as a member of the fire safety team during a medical and/or an active shooter emergency
  • Learn ABC survival techniques to mitigate and control active shooter scenarios

CEU Requirements

  1. 100% attendance for the course
  2. Completion of Continuing Education and Training Registration Form
  3. Active participation in all class exercises (determined by course instructor)
  4. Completion of required pre-and post-quiz assessment
  5. As applicable, the achievement of a minimum passing score on the required end-of-course examination
  6. Participation and submittal of end-of-course evaluation form (must provide the name on form to receive credit)

Prerequisites

While there are no prerequisites to attend the training course, the FDNY F-89 Fire and Life Safety Director (FLSD) Certificate of Fitness (C of F), requires applicants have at least three (3) years of full-time work experience OR 18 months full-time work experience that includes at least six (6) months of continuous employment at one work location. To review the FDNY’s full qualification overview, click here. Students must also be able to communicate, both verbally and in writing, with the instructor in the primary language of the training.

Training Requirements

Per Chapter 4 of the NYC Fire Code, a Fire Life Safety Director (FLSD) is required during regular business hours in any commercial building or occupancy that obtained FDNY approval of the installation of a fire alarm system with two-way voice communication.

Additionally, any building — including, but not limited to, private office, public/civil service buildings and hotels — classified as Group E (1968 code) or Group B (2008 code) by the NYC Department of Buildings with an occupancy of 100 people or more must have an FLSD on site during regular business houses.

This FDNY accredited course is design to fulfill the training requirements for the FLSD C of F under 3 RCNY 113-02 of 2016 of the NYC Fire Code. The candidate must also be able to demonstrate the required prerequisite employment experience.

Audience

New FLSD C of F candidates with experience in fire protection and prevention activities or the operation of a building’s service equipment. This course is also open to individuals who are not seeking a certificate of fitness from the FDNY.

100% attendance for the course and active participation in learning activities including hands-on exercises, and review quizzes. Additionally, per the FDNY, students must receive a minimum passing score of 70% on each of the two multiple-choice final exams — one at the end of each component —  to receive the corresponding course diploma. Each diploma is valid as a qualification for their associated FDNY Fire component computer-based exam for 9 months after they are issued. Students are allotted 2-hours to complete each exam, which are not open book.

Students who do not pass the final exam(s) will be given a second opportunity to take the exam(s). It is the students’ responsibility to contact Gallagher Bassett to schedule their retake exam within one week of the original class date. Read Gallagher Bassett’s full attendance and make-up time policies here.

Students who do not successfully pass the exam(s) a second time will have the option of registering for another Fire and Life Safety Director training course at a reduced price of 50% of the original course fee. Students must contact Gallagher Bassett to schedule and pay for the class retake within 6 months following the original class date. After 6 months, students will be required to pay the full course fee.

Make-up time is not permitted for this training course. Students who miss time from any individual session must reschedule and attend the full training course.

PLEASE NOTE: Per the FDNY, candidates who do not successfully pass either, or both, FDNY Fire Emergencies Computer Based Test (CBT) after two attempts must retake the full course, or courses, and pass the required end of course exam, or exams. Only after successfully doing so will they be eligible to reapply for the FDNY Fire emergencies CBT.
