Fire and Life Safety Director Requirements (T-89/F-89)
The 2014 Fire Code update retires the Fire Safety Director (F-58) and Emergency Action Plan Director (F-59) Certificates of Fitness (C of F) and introduces a single C of F, the Fire and Life Safety Director (FLSD) C of F in their place. The FLSD or T-89/F-89 C of F applies to both office buildings and hotels and is inclusive of non-fire emergency subject matter such as active shooters and medical emergencies situations.
Reflecting the transition to the new FLSD C of F, as of February 1, 2018, the FDNY approved Fire Safety Director, Emergency Action Plan Director and Active Shooter/Medical Emergency courses have been combined into one 31-hour training program consisting of three required components. The new courses can be taken together or separately; however, to qualify for the FDNY T-89/F-89 C of F, candidates must successfully complete the 31-hours of required training, pass the graduation exam for each course and be capable of demonstrating the required prerequisite employment experience.
The three training components for the FLSD are:
Includes a minimum of 20 hours of instruction on general topics and fire emergency subject matter.
Includes a minimum of 7 hours of instruction on Non-Fire Emergency subject matter.
Includes a minimum of 4 hours of instruction on Non-Fire emergency, active shooter/medical emergency related subject matter.
FLSD Dates of Compliance
The F-25 and F-58 FSD C of F and F-59 Emergency Action Plan Director C of F are no longer eligible for renewal. Further, these C of F will no longer be issued by the FDNY.
All current F-25, F-58 and F-59 C of F holders MUST have completed the Active Shooter and Medical Emergency Preparedness Course to transition to the F-85 or F-89. Only the F-85 and F-89 C of F will be recognized by the FDNY.
By the above date or the expiration of the C of F, all current and active F-85 C of F holders MUST successfully complete the Non-Fire/EAP Emergencies Course.
By the above date or the expiration of the C of F, all current and active F-85 shall have received a passing grade on the Non-Fire Emergency CBT exam to receive their Temporary Fire Life Safety Director C of F (T-89).
ALL building owners must have a Fire and Life Safety Director in place. All current F-85 C of F holders MUST obtain the F-89 C of F by passing the Non-Fire Emergency FDNY on-site exam or obtain the T-89 by satisfying the FDNY requirements.
Current F-85 C of F Holders: To Transition to the FLSD T-89/F-89
By September 4, 2017, Fire Safety Directors (F-25 or F-58) and Fire Safety/EAP Directors (F-59) were required to successfully complete the Active Shooter/Medical Emergency Preparedness to transition to the Fire Safety Director with Active Shooter and Medical Emergency Preparedness C of F (F-85).
By September 3, 2018, or the expiration of their C of F, Fire Safety Directors with Active Shooter and Medical Emergency Preparedness (F-85) are required to complete the Non-Fire/EAP Emergencies Course.
By December 1, 2018, or the expiration of their C of F, Fire Safety Directors with Active Shooter and Medical Emergency Preparedness (F-85) must apply to the FDNY for the FLSD C of F (T-89/F-89).
By March 1, 2019, the above candidates must receive a passing grade on the FDNY’s Non-Fire Emergency computer-based test (CBT).
By March 1, 2020, ALL building owners must have a Fire and Life Safety Director (T-89/F-89 C of F) in place. Current F-85 C of F holders must obtain the F-89 C of F by passing the FDNY Non-Fire Emergency on-site exam OR have obtained the T-89 by satisfying the FDNY requirements.
