While there are no prerequisites to attend the training course, the FDNY F-89 Fire and Life Safety Director (FLSD) Certificate of Fitness (C of F), requires applicants have at least three (3) years of full-time work experience OR 18 months full-time work experience that includes at least six (6) months of continuous employment at one work location. To review the FDNY’s full qualification overview, click here. Students must also be able to verbally communicate with instructor in primary language of the training.
Current FSD and EAP C of F Holders are required to have completed this training by September 4, 2017, or the expiration date of their C of F, whichever is sooner. For new FLSD applicants, this is the third component of the required FDNY accredited courses required to obtain the FSLD C of F. To complete the full requirements for the FLSD C of F, candidates must also complete Component #1, Fire Emergencies Course (previously FSD course) and Component #3, Non-Fire/EAP Emergencies Course. The candidate must also be able to demonstrate the required prerequisite employment experience.

Appropriate for new FLSD C of F candidates with experience in fire protection and prevention activities or the operation of a building’s service equipment. This course is also open to individuals who are not seeking a certificate of fitness from the FDNY.
This FDNY approved course is designed to fulfill the training requirements for the FLSD C of F under the new regulation, 3 RCNY of the NYC Fire Code. The training will include an overview of the responsibilities of a FLSD during an active shooter and medical emergency, with special emphasis on incidents in high-rise buildings. Topics include fire command center required documentation, medical emergency responses, and ABC survival techniques in active shooter situations.
Students are required to complete 100% of the course and achieve a minimum passing score of 70% on the 20-question multiple choice graduation exam to receive the course completion certificate and verification letter. Students are allotted 1 hour to complete the exam, which is not open book. Students who do not pass the final exam will be extended a second opportunity to take the exam. It is the student’s responsibility to contact TSCTA to schedule their retake exam within one week of the original class date. Read TSCTA’s full attendance and make-up time policies here.
Students who do not successfully pass the final exam a second time will have the option of registering for another Active Shooter and Medical Emergency Preparedness Course at a reduced price of 50% of the original course fee. Students must contact TSCTA to schedule and pay for the retake class within 6 months following the original class date. After 6 months, students will be required to pay the full course fee.
Make-up time is not permitted for this training course. Students who miss time from any individual session must reschedule and attend the full training course.
PLEASE NOTE: Per the FDNY, candidates who do not successfully pass the FDNY Fire Emergencies Computer Based Test (CBT) after two attempts must retake the full 4-Hour Active Shooter/Medical Emergency Preparedness course and pass the required final exam. Only after successfully doing so will they be eligible to reapply for the FDNY Fire emergencies CBT.
