Course Description
Class 2 Code and Zoning Representatives are registered with the Department to appear before and attend appointments with plan examiners or department technical staff seeking construction document approvals. Class 2 Code and Zoning Representatives are also registered to present, submit, or furnish applications or construction documents, and remove documents from the Department. To ensure that individuals are knowledgeable about code provisions and conditions, the DOB requires applicants for Filing Representative Registration Identification card to have successfully completed 36-Hour DOB-prepared training covering NYC Building Code information that is relevant to the job of a Filing Representative.
Students will need to have access to an internet connection, a computer, or a tablet with access to a web camera, microphone, and download the Zoom app.

This is a virtual, instructor-led course, and actively monitored participation will be required. See Course Notes tab below for our full virtual classroom requirements. Prerequisites
Students must be at least 18 years old, be able to verbally communicate with the instructor in the primary language of the training, and meet one of the following experience qualifications:
- Four-year college degree in architecture or engineering from an accredited college; or
- Four-year college degree in another field from an accredited college plus two years as a registered filing representative with the Department on at least 50 jobs within four years of application for registration.
Training Requirements for 36-Hour Class 2 Filing Representative Course
The New York City Department of Buildings (DOB) requires filing representatives conducting business with the DOB to register for and obtain a DOB-issued identification card. To ensure that filing representatives are knowledgeable about code provisions and conditions specific to New York City, Rules of the City of New York 104.24, requires applicants for a Class 2 Filing Representative Registration Identification card to have successfully completed a thirty-six (36) hour training course covering the NYC Building Code information that is relevant to the job of a Filing Representative.
Audience
Individuals applying for Class 2 Code and Zoning Representative Registration with the DOB.
Students are required to complete 100% of the course and actively participate in all learning activities and the final course exam. Students must obtain a score of 70% or higher on the written exam to receive a 36-Hour Class 2 Filing Registration Certificate of Completion.
Make-up time is not permitted for this training course. Should students miss any portion of the training, it is the student’s responsibility to contact Gallagher Bassett to arrange to attend another scheduled event.
