Course Description
Class 1 Filing Representative presents, submits, furnishes, files, and/or seeks approval of DOB applications or construction documents, for revision and resubmission. To ensure that Filing Representatives are knowledgeable about code provisions and conditions, DOB requires applicants for Filing Representative Registration Identification card to have successfully completed a 16-Hour DOB-prepared training covering NYC Building Code information that is relevant to the job of a Filing Representative.
This is a virtual, instructor-led course, and actively monitored participation will be required. See Course Notes tab above for our full virtual classroom requirements. Students will need to have access to an internet connection, a computer or tablet with access to a web camera, microphone, and download the Zoom app.

This 16-Hour Department-approved training course is the required INITIAL training for a Class 1 Filing Representative Registration. It is NOT a Refresher Course.

Prerequisites
Students must be at least 18 years old and able to verbally communicate with the instructor in the primary language of the training.
Training Requirements for 16-Hour Class 1 Filing Representative Course
The New York City Department of Buildings (DOB) requires filing representatives conducting business with the DOB to register for and obtain a DOB-issued Identification card. To ensure that filing representatives are knowledgeable about code provisions and conditions specific to New York City, Rules of the City of New York 104.24, requires applicants for a Filing Representative Registration Identification card to have successfully completed a sixteen (16) hour training course covering NYC Building Code information that is relevant to the job of a Filing Representative.

Individuals applying for a Class 1 Filing Representative Registration with the DOB.
Additional Course Information
All training is continuously monitored by an Active Proctor (AP). They have the authority to remove any participant who is not adhering to course requirements. Prohibited behaviors include, but are not limited to, driving, refusal to turn camera on, multiple (3) absences from camera view in excess of 5-7 minutes within a one-hour period, excessive phone use, shopping, parenting, medical care, cooking and so forth.
Failure to provide reasonable notice (5 business days) of inability to attend will result in a 6-month suspension of registration privileges for yourself AND anyone from your organization. The only exception to this would be a documented medical emergency including a COVID positive test result.
Training sessions will all be virtual. Review the technical requirements here before registering. If you reserve a slot in the class but cannot participate due to technical limitations, the same 6-month suspension of registration privileges will apply.
All attendees must actively participate in each training session. Do not register for a program if you cannot attend all sessions in full. There is NO make-up time permitted for this course. Any missed training will result in your immediate removal from the program.
Students are required to complete 100% of the course and actively participate in all learning activities and the final course exam. Students must obtain a score of 70% or higher on the written exam to receive a 16-Hour Class 1 Filing Representative Certificate of Completion.
Make-up time is not permitted for this training course. Should students miss any portion of the training, it is the student’s responsibility to contact Gallagher Bassett to arrange to attend another scheduled event.
